The President (or someone he picks) can hire and set pay for a small Domestic Policy Staff without following some other federal hiring rules. He may appoint up to 6 people paid no more than the rate for Executive Schedule, level III (5 U.S.C. 5314); 18 people paid no more than the top GS‑18 rate (5 U.S.C. 5332); and as many other staff as needed paid up to the minimum GS‑16 rate (5 U.S.C. 5332). He can also buy temporary or intermittent expert/consultant services and pay them up to the daily equivalent of the Executive Schedule, level III rate. The President (or his designee) can also staff the Office of Administration by appointing up to 5 people at the Executive Schedule, level III rate and 5 people at the GS‑18 maximum rate, and by hiring temporary experts paid up to the daily equivalent of the GS‑18 maximum. He may hire other workers under regular civil‑service rules (5 U.S.C. 3101) subject to the limit in section 114. Each year Congress may provide whatever money is needed for these offices’ official expenses.
