The Secretary can allow sand, stone, gravel, and plant material that lie below the high‑water mark of navigable waters in the Territory of Alaska to be removed or sold, under the rules in this part of the law. If a contract under these rules for taking such materials from land that will become State property when the Territory becomes a State is not fully carried out, the new State may either cancel the contract or take it over.
