If a local government gets money under this law, it must not keep people out of its programs, deny them benefits, or treat them unfairly because of race, color, national origin, or sex. The same rule also covers discrimination because of age, disability, and religion under other federal civil‑rights laws. These rules do not apply if the government proves by clear and convincing evidence that the federal payment was not used for the program or activity in question. The Secretary must try to make agreements with federal and state agencies to investigate violations, share civil‑rights staff and resources, and be notified right away if those agencies bring civil‑rights actions against a local government.
