Before June 2 of each year prior to 2002, the Secretary must personally report to Congress on the Local Government Fiscal Assistance Fund and how the program worked in the prior fiscal year. The report must review steps taken under sections 6711 through 6715 (including any noncompliance and pending complaints), whether local governments that got payments followed the rules, how payments were distributed, major problems, and recommendations for new laws. After each fiscal year, any local government that received a payment under this program must send a public report to the Secretary in the form and at the time the Secretary requires. The report must say how the money was spent or set aside, how it fits into the government’s budget, and any differences between planned and actual use. The Secretary must give a copy of each local report to the State’s chief executive officer in the form and manner the Secretary sets.
