The Secretary of Health and Human Services can lease surplus federal buildings that GSA gives to HHS to states, local governments, or nonprofit groups. The buildings can be used as runaway and homeless youth centers or transitional living youth shelters only if the applicant has enough money to run the program, can show it has the needed experience, and has approval from the local chief executive. Each building must be leased for at least 2 years, and no rent or fee will be charged. Any structural changes or additions become U.S. property and can only be made after written permission from the Secretary or another HHS official.
