Defines what counts as a "joint resolution" here: it must have no preamble and must follow one of two exact forms. One form has a title that only says it is to dissolve the United States Olympic and Paralympic Committee board, and the resolving language must say that dissolving the board would not unduly interfere with chapter 2205 of title 36 and must set out fair, quick procedures to form a new board that always protects the membership and voting power of amateur athlete representatives consistent with 220504(b)(2). The other form has a title that only says it is about terminating recognition of a national governing body, and the resolving language must state that Congress finds a named organization recognized under 220521 has failed to meet its duties described in 220524.
