The Secretary may help a veteran who is entitled to services under chapter 31 and who is in a rehabilitation program get changes to their home that the Secretary finds necessary for that program. The total help a veteran can receive is limited to $77,307, but the Secretary can waive that limit if needed. On October 1 each year starting in 2017, that dollar limit must be increased by the percentage in section 2102(e)(2). Beginning October 1, 2019, the Secretary must send a report every two years to the Senate and House Committees on Veterans’ Affairs about how the waiver is used. The Secretary must write rules to carry this out. rehabilitation program — meaning given in section 3101 of this title.
