The Department of Veterans Affairs must run the education assistance programs in this chapter unless another part of the law says differently. Payments for benefits earned under subchapter II normally come from VA money and transfers from the Post‑Vietnam Era Veterans Education Account under section 3232(b)(2)(B). If a benefit under section 3015(d) is paid at a higher rate than allowed by section 3015(a) or (b), the extra amount comes from the Department of Defense Education Benefits Fund (10 U.S.C. 2006) or from money set aside for the Department of Homeland Security, as appropriate. Payments for benefits in sections 3018A and 3018B mostly come from the DoD fund, except certain individuals’ payments come from VA funds and increases under section 3015(f) come from the Post‑Vietnam Account. Increased use of benefits after transfers under section 3020 is paid from the DoD fund or from Department of Transportation funds, as appropriate. Payments for subchapter III come from the DoD fund or from Homeland Security money. Money from the DoD fund or from Homeland Security will be moved to VA as needed under agreements between the VA Secretary and the other agency Secretaries. Tutorial help under section 3019 is paid first from VA readjustment funds for the first $600 to an individual; any amount above $600 may be paid from VA readjustment funds, the DoD fund, or Homeland Security funds.
