Defines the key words used in this chapter. An "eligible veteran" is a veteran who is not covered by educational help under chapter 34 and who entered service on or after January 1, 1977 and before July 1, 1985, and either served more than 180 days on active duty starting on or after January 1, 1977 and left under conditions other than dishonorable, or left after January 1, 1977 for a service-connected disability. The need to have been discharged or released is waived if the person finished their first required active-duty term (that began after December 31, 1976) or finished 6 years of active duty (that began after December 31, 1976), whichever is shorter. "Active duty" does not count time sent full time to a civilian school for civilian-style courses, time as a cadet or midshipman at a service academy, or service under 10 U.S.C. 511(d) tied to National Guard or Reserve enlistments. A veteran who could get chapter 34 help only because of Guard/Reserve service may choose to take benefits under this chapter instead; that choice makes them ineligible for chapter 34 help and cannot be changed. "Program of education" means the term in section 3452(b) and also covers full-time apprenticeships or on-the-job training approved under section 3687(a) and, for people not on active duty, cooperative programs as defined in section 3482(a)(2). "Participant" means someone taking part in the benefits program. "Educational institution" and "training establishment" have the meanings given in sections 3452(c) and 3452(e), respectively.
