Unless another law says otherwise, the Secretary can give officers and employees the authority to act and make decisions on matters the Department runs, and can let them pass that authority on; those actions count as the Secretary’s. The Secretary must have technical and administrative staff like officers, experts, inspectors, and legal assistants.
