Creates an advisory committee in the Department called the Advisory Committee on Prosthetics and Special-Disabilities Programs. It advises the Secretary on prosthetics and related disability programs. It helps coordinate development, testing, and information sharing about prosthetic devices inside and outside the Department, and checks whether funding is adequate. The Secretary must regularly seek the Committee’s advice. By January 15 of 1993, 1994, and 1995, the Committee must send the Secretary and the Senate and House Veterans’ Affairs Committees a report on how the programs worked in the prior fiscal year. Within 60 days after each report is received, the Secretary must send a response. "Special-disabilities programs" covers programs for spinal-cord injuries, blindness, limb loss or loss of limb use, hearing impairment, and other serious daily-life disabilities.
