Creates four medical emergency preparedness centers at VA medical centers. Each center must be staffed by VA employees. The Under Secretary for Health must run and check the centers and work with the Assistant Secretary in charge of operations, preparedness, security, and law enforcement. The centers must do three main things: research how to detect, diagnose, prevent, and treat injuries and illnesses from chemical, biological, radiological, incendiary, or explosive threats; train and advise health workers (including those outside the VA) through the National Disaster Medical System or by agreement with other agencies; and help federal, state, and local health agencies during disasters with lab, epidemiology, medical, or other support. Sites are chosen by a competitive process and must be spread across the country; a center can be a group effort of more than one medical center. Proposals must show arrangements to train medical students, public health students, epidemiology students, and nursing/social work/counseling/allied health staff in toxicology, environmental hazards, epidemiology, and care for toxin exposures, and must be able to attract top scientists. A qualifying medical school or public health school means an accredited school that teaches toxicology and environmental health and is affiliated with the VA center. Centers may seek research funding, must share their findings with U.S. health providers (with priority for continuing education programs), coordinate with other federal agencies like DoD and HHS, and may assist civil or criminal authorities. Center directors may request temporary detail of expert employees from other agencies. Funding of $10,000,000 is authorized for each of fiscal years 2005, 2006, and 2007, and the Under Secretary may move other VA medical and research funds to support the centers.
