Participants in the Tuition Reimbursement Program must work full‑time in clinical roles for the Department for the time set in their agreement under 7603. If they are already full‑time Veterans Health Administration employees on the course completion date, their obligation starts that day. If they fail a course and tuition was not paid under 7622(e), they get no reimbursement and have no service obligation. If tuition was paid under 7622(e) and they fail, they still owe the same service time as if they had completed, and the course completion date is when the failure is confirmed. Course completion date = the day the participant finishes the training.
