When there is a general Federal pay increase, the Secretary must raise the maximum amounts for six VA education payments: monthly scholarship stipends, tuition reimbursement, Selected Reserve stipends, employee incentive scholarships, education debt reduction payments, and specialty education loan repayment. The increase applies to any school year that ends in the same fiscal year the pay raise takes effect. Each new maximum is the old maximum multiplied by the overall percent increase in General Schedule pay, and the result is rounded down to the next whole dollar. Definitions in one line each: maximum monthly stipend amount — the highest monthly scholarship payment in the Scholarship Program (section 7613(b)); maximum tuition reimbursement amount — the highest tuition repayment in the Tuition Reimbursement Program (section 7622(e)); maximum Selected Reserve member stipend amount — the highest aid for people under subchapter V (section 7653); maximum employee incentive scholarship amount — the highest scholarship in the Department of Veterans Affairs Employee Incentive Scholarship Program (section 7673(b)(1)); maximum education debt reduction payments amount — the highest debt-reduction payment in the Department of Veterans Affairs Education Debt Reduction Program (section 7683(d)(1)); general Federal pay increase — an increase to General Schedule pay rates under title 5, chapter 53, subchapter III; specialty education loan repayment amount — the highest repayment in the Department of Veterans Affairs Specialty Education Loan Repayment Program (section 7694(c)(1)).
