Effective Date
Section effective July 1, 1971, pursuant to Resolution No. 71–9 of the Board of Governors. See
section 15(a) of Pub. L. 91–375, set out as a note preceding
section 101 of this title. Abatement of Actions Pub. L. 100–90, § 1(b)(2), Aug. 18, 1987, 101 Stat. 673, provided that: “An action which is commenced under
section 1005(a)(1)(B) of title 39, United States Code, before the
