The Postal Regulatory Commission must, after getting the required annual reports, quickly let mail users, affected parties, and a Commission officer who represents the public comment. Within 90 days of those submissions, the Commission must write a decision saying whether any rates or fees during the year broke the rules or whether service standards were not met. If the Commission timely finds noncompliance, it must act as if a valid complaint had been proved and take appropriate steps. Each year the Commission also checks whether the Postal Service met its public-service goals and can give recommendations. A timely written decision creates a presumption that the Postal Service complied for that year, but that presumption can be challenged with evidence in later proceedings.
