Create and run a searchable database that shows the integrity and performance history of people and companies who get federal contracts or grants. The General Services Administration (under the Office of Management and Budget) must make and keep the database. It must include records from the last 5 years for anyone who got a federal contract or grant over $500,000 (or other types the Federal Acquisition Regulation sets), if the listed information exists. The database must list things like criminal convictions, civil findings that lead to payments of $5,000 or more, administrative findings with fines of $5,000 or more or payments over $100,000, settlements that admit fault when they would have led to those outcomes, certain Department of Defense fault or trafficking findings, contracts ended for default, suspensions and debarments, administrative agreements to resolve those issues, final determinations that a person is not a responsible source, similar state-government problems when practical, and whether the person appears on certain Treasury Office of Foreign Assets Control lists (for example SDN, sectoral sanctions, foreign sanctions evaders, Non‑SDN Iran sanctions, and some foreign financial institutions). Agencies must be able to enter and update records, must notify people when new items are added and allow them to comment, and should include parent, subsidiary, successor, and beneficial‑owner info when practical. Authorized acquisition officials and other allowed government users can see the database, and officials must check it before awarding contracts or grants over the simplified acquisition threshold and note how they used it. Companies with more than $10,000,000 in federal contracts and grants must submit the required information and update it every six months. The General Services Administration will make any needed rules to run the system.
