The Secretary must make groups or agencies that get these grants send regular reports. The reports must show how grant money was committed and spent, how the grantee is doing on the plan in section 11904(a), and any change in drug-related crime in the projects funded. Within 18 months after October 21, 1998, the Secretary must send Congress a report explaining how funding is handed out to grantees. That report must describe the method for dividing money among public housing agencies (including how ongoing programs are renewed) and what was done to keep these funds from paying for basic local government services described in section 11907(b). The Secretary must also publish the list of grant awards, naming recipients and amounts, in the Federal Register at least once a year.
