Provides $310,000,000 for fiscal year 1999 to carry out this part of the law, and whatever amounts are needed for fiscal years 2000, 2001, 2002, and 2003. No more than 6.25% of any year’s money may be used for grants for federally assisted low-income housing. Money from these appropriations may be used, as Congress allows, to pay for training, technical help, contract experts, oversight, program reviews, carrying out programs, and other support for public housing agencies, recipients under the Native American Housing Assistance and Self-Determination Act, resident groups, and Department staff. This help can include travel costs and can be given directly or through grants, contracts, or cooperative agreements.
