The Corporation can give money to State education agencies, territories, and Indian tribes to help plan, start, run, or grow service-learning programs in elementary and secondary schools. The money can pay for teacher and community partner training, building curricula tied to school standards, forming local school‑community partnerships, doing research and evaluations, and spreading information so many schools and community groups can take part. Funds can also hire or support service‑learning coordinators, pay for recruiting and supervising participants, use adult volunteers to help students, and create civic programs that teach about the Constitution, U.S. history heroes, the Pledge of Allegiance, how government works, and the value of service. Nonprofit partners must have experience and must have existed at least one year before applying. There are rules about which groups can be partners and limits on when tribes that give out funds can be project partners or recipients. A service‑learning coordinator must help teachers plan and run projects, train staff, support local partnerships, help schools adopt supportive policies, and carry out other needed tasks. Recipients may use funds for reasonable costs like supervision, program administration, transportation, insurance, and evaluations. A State education agency may pick a statewide group with service‑learning experience to receive and run the State’s funds. The Corporation can also work with the Secretary of Education to share research and offer professional development to improve service‑learning and build strong school‑community partnerships.
