Keep 2% to 3% of the yearly money for payments to Indian tribes and the U.S. territories named: the United States Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands. The rest of the funds are split in half. From the first half, each State gets a share based on how many school-age children it has compared to all States. From the second half, each State gets a share based on its prior-year Title I allocation under the Elementary and Secondary Education Act of 1965. If total program funding for a year is more than $50,000,000, each State must get at least $75,000. If a State, territory, or tribe does not apply for or win approval for its allotment, the Corporation must use that money to give grants to local community groups to run service-learning programs there. After those local grants are awarded and any money is left, the Corporation can move the remaining funds to other States, territories, or tribes that have approved applications.
