When giving grants or help under this program, state education agencies, territories, tribes, or the Corporation must look at whether a program will last, can be used elsewhere, uses new ideas, and is high quality. They must also give priority to programs that need help the most, such as those in low-income areas or serving disadvantaged youth. If the Corporation turns down an application for funding, it must quickly tell the state, territory, or tribe why, let them change and resubmit it, offer help if needed, and promptly review the new application.
