To get federal help or approved national service positions, a State, territory, local government, Indian tribe, public or private nonprofit, or college must send an application to the Corporation at the time and in the form the Corporation asks for. The application must describe the programs the applicant will run or fund, why the projects meet local human, education, environmental, or public safety needs, other money being used, how participants will be recruited (including youth with disabilities and low‑income youth), how the program connects to existing programs, how it will train and give leaders meaningful roles, measurable goals and a plan to reach them, past experience, the types and number of service positions and how they will be split up, and how the community and labor groups helped design the program. For certain school-related programs the application must also give specific performance goals tied to the indicators in section 12572, say how funds and participants will improve those indicators, name the geographic area and populations served, and explain any community partnerships. If an applicant only asks for education awards (not other federal help), the Corporation will set special rules to decide if the positions meet local needs and should be approved. State applications must come from the State Commission, promise that program choices were made competitively and fairly, and promise that at least 60 percent of funds will go to grants for non‑State‑agency programs (unless the State cannot find enough good applications). If the applicant will also be the service sponsor, local labor groups doing similar work must agree in writing. Applicant means any of the listed entities applying directly or applying through a grant program. The Corporation may not give more than one federal grant in the same fiscal year to support the same project unless another law allows it.
