Projects that get federal help must not treat people unfairly. They must not discriminate against program participants or staff who are paid with those funds because of race, color, national origin, sex, age, political views, or disability if the person fits the legal definition of a person with a disability. The funds count as federal financial help under several civil-rights laws, including Title VI (1964), Title IX (1972), Section 504 (1973), and the Age Discrimination Act (1975), and they count as federal help for education programs. Qualified individual with a disability — a person who meets the federal disability definition. Projects also must not discriminate on religion against participants or paid staff, except they may keep staff who already worked for the organization when the grant was awarded. The Chief Executive Officer must make enforcement rules, including allowing an emergency pause of funding for up to 30 days until notice and a chance to be heard.
