Creates a National Service Reserve Corps to train and send people to help in disasters and emergencies. Definitions: "National Service Reserve Corps member" — someone who finished a term of national service or is a veteran, finished required training within the last 2 years, does at least 10 hours of volunteering each year, and has said they want to respond to disasters. "Term of national service" — service under section 12573. The Corporation, working with FEMA, must set up the Corps, run or arrange annual FEMA‑aligned training, and pick experienced nonprofit groups to work with. It will keep a database of members and of the designated organizations. For disasters the President declares under section 102 of the Stafford Act (42 U.S.C. 5122), FEMA may ask the Corps to help. For other incidents, the Corporation can deploy the Corps directly. Deployments are usually no more than 30 days. The Corporation can arrange travel and give money to partner groups so they can provide housing, stipends, and insurance for deployed members. Money used from the appropriation in section 12681(a)(4)(D) must be kept in a separate fund; unused amounts can pay members’ out‑of‑pocket allowances. The Corporation, State Commissions, and certain service programs must tell people finishing service about the Corps, and the VA (with DoD) must inform recently separated veterans. The Corps must avoid duplicating FEMA tasks and coordinate with local disaster agencies.
