Authorizes $16,000,000 for fiscal year 2001 and whatever amounts are needed for each year 2002 through 2007 to carry out the projects listed. Each year’s money must be used to give grants or make contracts, cooperative agreements, or other agreements under section 15082. No more than 1% of each year’s funds can be used for administrative costs (not including federal employee pay) for the Administration on Developmental Disabilities to run, monitor, and help the programs and the groups that get the money. The Secretary must spend at least as much on technical assistance for groups funded under part B or part D in a “covered year” as was spent the year before from these funds. A “covered year” for part B is any year when the amount under section 15029(a) is less than $76,000,000. A “covered year” for part D is any year before the first year when section 15066(a)(1) reaches at least $20,000,000. References to part D do not include section 15063(c)(4). In addition to those amounts, the Secretary must set aside $100,000 each year to carry out section 15063(c)(4). If the yearly appropriation under subsection (a) is at least $10,000,000, no more than 50% of it may be used for activities under section 15081(2)(A).
