Create a program run by the Administrator of General Services to speed up the use of cheaper, energy- and water-saving technologies and practices in GSA buildings. Administrator = the Administrator of General Services. The program must coordinate cost-cutting advice and actions across federal agencies, give technical help to building tenants, track progress, and follow — and be at least as strict or as conserving as — other related energy and water laws (sections 321–324, 431–438, 461, 511–518, and 523–525). Within 90 days after December 19, 2007, the Administrator must review how GSA facilities currently use cost-effective lighting and geothermal heat pumps and how available those technologies are. Within 180 days after December 19, 2007, the Administrator must start an acceleration program, using available funds and programs under sections 432 and 525, to replace lighting, heating, and cooling with cost-effective lighting and geothermal heat pumps where feasible. Within 1 year after December 19, 2007, the Administrator must set a timetable with milestones to do the replacements as fast and fully as possible. By 5 years after December 19, 2007, the plan must aim for maximum feasible replacement and at least a 20-percent cut in operational costs from 2003 levels. Within 180 days and every year after, a manager must be named for each GSA facility and a plan must be sent to Congress showing actions, costs, funding needs, barriers, and recommended standards. Congress may provide “such sums as are necessary,” to remain available until spent.
