The Secretary must set up an office inside the Division of Student Assistance called the Office for Health Education Assistance Loan Default Reduction. The Office must work to cut the number and cost of loan defaults on loans guaranteed under this part. It will study loans and defaults, run programs to lower defaults, respond to changing financial problems that cause defaults, and give technical help to borrowers, lenders, loan holders, and schools. It must also work with other Federal agencies, including the Department of Education to create a single loan application, one deferment form, one disability form, and a central loan database, and with the Department of Justice to help recover payments from health professionals who default. The Office must publish a list of borrowers in default in the Federal Register and send reports and default notices to relevant Federal agencies, schools, associations, State licensing boards, hospitals, and other related groups. The Secretary may use amounts reserved under section 292i(a)(2)(B) to run the Office, including funding 7 full‑time equivalent positions. Those funds and the 7 positions are in addition to other Health Resources and Services Administration program management funding and the Department of Health and Human Services’ authorized full‑time equivalent positions for that fiscal year.
