The Secretary may give grants or contracts to eligible groups to grow and improve the public health workforce and help it meet national, State, and local health needs. Eligible groups include health professions schools (like accredited schools or programs of public health, health administration, preventive medicine, dental public health, or health management), academic health centers, State or local governments, and other suitable public or private nonprofit organizations. Applicants must send an application when and how the Secretary requires. The Secretary can favor groups that serve people from disadvantaged backgrounds (including underrepresented racial and ethnic minorities) and those that graduate many people who go on to work in underserved communities. Grant money can pay for planning and running training programs, faculty development, trainee support, technical help, creating or improving residency programs in preventive medicine and dental public health (and helping those residents financially), retraining current workers, training new practitioners for priority public health roles, preparing workers for State and community jobs, loan repayment programs, and other related activities. Training must make public health education more accessible, more useful for real practice, include practice-site learning for on-campus students, and use adult-friendly or distance learning that respects community cultural diversity. Grants can also fund traineeships in accredited public health schools for fields with severe shortages, such as epidemiology, biostatistics, environmental health, toxicology, public health nursing, nutrition, preventive medicine, maternal and child health, and behavioral and mental health professions.
