The Secretary must use the NIH Director to give grants, make partnership agreements and contracts, and offer technical help to international public health groups. The Secretary may also give technical help to foreign governments. This support is to speed up and strengthen international research and training about how HIV works in people and to develop and test vaccines and treatments for AIDS and related infections. After talking with USAID, the Secretary, through the CDC Director, must also fund and help projects that train people to prevent, diagnose, and treat AIDS and that do AIDS epidemiology research. All support must follow the World Health Organization’s global AIDS strategy. Projects done by or with the WHO should be favored, and in the Western Hemisphere projects by or with the Pan American Health Organization or WHO should be favored. Applicants must apply and provide the assurances and information the Secretary requires. Money may be provided as needed each year.
