Treats programs that get money under this part as programs getting federal help, so the federal rules that ban discrimination for age, disability, sex, race, color, and national origin apply to them. It also says no one can be excluded from or denied benefits of these programs because of sex or religion. If the Secretary finds a State or an entity that got money from a State allotment failed to follow these rules, the Secretary must tell the State’s chief executive officer and ask them to fix it. If the chief executive does not fix it within a reasonable time, not more than 60 days, the Secretary can refer the case to the Attorney General, use powers under the civil rights laws, or take other legal steps. The Attorney General can sue in federal court when asked or if he thinks there is a pattern of violations, and can seek court orders to stop the discrimination.
