Each fiscal year the Secretary must pay each State money from that State’s allotted funds, using the amounts Congress appropriates for that year. Money a State gets but does not spend by the end of that year can be used by the State in the next fiscal year for the same purpose. If a State asks, the Secretary may lower those payments by the fair market value of supplies or equipment given to the State and by the pay, allowances, travel costs of any federal officer or employee sent to work for the State, plus any other costs tied to that detail.
