The Secretary must get written advice from the Assistant Secretary before making rules or setting general policy for running this program. The Secretary must also work with the Secretary of Health and Human Services (including the Office of Community Services) and with leaders of other federal agencies that run related programs. Those agency leaders must help share information about available help and help identify people who can work in the program’s projects. The Secretary must promote and link projects under this program with other job and training programs, especially those under the Workforce Innovation and Opportunity Act, including one-stop delivery systems under section 121(e) (29 U.S.C. 3151(e)). The Secretary must also consult the Secretary of Education to coordinate with activities under the Carl D. Perkins Career and Technical Education Act of 2006 (20 U.S.C. 2301 et seq.).
