The Secretary must prepare an annual report on how minority individuals take part in and do in the program. The report must show participation and results for each grantee (groups that receive program funds), by service area, and in total, starting with program year 2005. It must describe each grantee’s efforts to reach minority individuals using information the grantees provide. The report must rate grantees using criteria the Secretary sets in line with the program’s goals. It must analyze whether changes in grantees affected participation, note factors linked to participation rates, and give recommendations to increase minority participation. The Secretary must send the report each year to the appropriate Congressional committees.
