The Secretary can name economic development districts in the United States if the States involved agree and three things are true. The area must be big enough in size or population and have enough resources to support projects that go beyond a single area described in section 3161(a). The area must include at least 1 area listed in section 3161(a). The area must have a written, comprehensive economic development plan that includes a program for working together, local self-help, and public investment, and that plan must be approved by each affected State and by the Secretary. Under rules the Secretary makes, the Secretary can ask States to draw district boundaries. The Secretary can work with States to sponsor and help district planning and development groups and to help those groups prepare their comprehensive plans. The Secretary can also encourage local governments to take part in the districts.
