The Department of Energy must lead and share information about federal programs and help that schools can use to start, plan, and pay for energy efficiency, renewable energy, and retrofit projects. The law defines "school" to include: elementary and secondary schools (K–12), colleges and universities, postsecondary vocational or career schools, schools for military dependents, schools run by the Bureau of Indian Education, tribally controlled schools, and Tribal Colleges and Universities. The Energy Department must review existing programs and financing (including revolving loan funds and loan guarantees) across agencies like Agriculture, Energy, Education, Treasury, IRS, EPA, and others. It must set up a cross-agency effort to share opportunities, help states and school districts use federal help better, and build partnerships. The Department must give technical help to plan and fund projects, create one website with contact info for assistance, and recognize schools that complete projects and will help others. The Secretary must report to Congress on implementation no later than 180 days after December 27, 2020.
