Provides specific yearly funding amounts to the Administrator to carry out the programs in this chapter: $35,000,000 for the fiscal year ending September 30, 1977; $38,000,000 for the year ending September 30, 1978; $42,000,000 for the year ending September 30, 1979; $70,000,000 for the year ending September 30, 1980; $80,000,000 for each of the years ending September 30, 1981 and 1982; $70,000,000 for the year ending September 30, 1985; and $80,000,000 for each of the fiscal years 1986, 1987, and 1988. Requires set-asides and other specific pots of money. At least 20% of the amounts above, or $5,000,000 per fiscal year (whichever is less), must go to Resource Recovery and Conservation Panels, including their travel. At least 30% must go to hazardous waste work under subchapter III, except section 6931. At least 25% of the total appropriated under this chapter, up to the limit in section 6948(a)(1), must support State, regional, local, and interstate agencies under subchapter IV (excluding section 6948(a)(2) and section 6949). It also authorizes $3,246,000 for FY1985, $2,408,300 for FY1986, and $2,529,000 for each of FY1987 and FY1988 for hiring and support of additional criminal investigators. Finally, it authorizes $10,000,000 per year for FY1985–1988 for underground storage tank work and $25,000,000 per year for FY1985–1988 for grants to States to help run approved State underground storage tank programs.
