Summary

Sets out short meanings for words used in the chapter. Eligible entity means an organization that either already met the rules on October 26, 1998 or was later named under section 9909, and that has the required three-part board or other governing mechanism (this can include groups serving migrant or seasonal farmworkers). Family literacy services means whatever definition appears in section 9832. Poverty line means the Office of Management and Budget’s official poverty figure based on the latest Census data; the Secretary of Health and Human Services must update it at least yearly (or more often) by applying the percent change in the Consumer Price Index for All Urban Consumers (CPI‑U) over the prior period, and a State may raise the cutoff up to 125 percent of that figure when it helps meet program goals. Private, nonprofit organization includes religious organizations (section 9920 applies). Secretary means the Secretary of Health and Human Services. State means the 50 States, the District of Columbia, Puerto Rico, Guam, the U.S. Virgin Islands, American Samoa, and the Northern Mariana Islands.

Whenever a State determines that it serves the objectives of the block grant program established under this chapter, the State may revise the poverty line to not to exceed 125 percent of the official poverty line otherwise applicable under this paragraph.
(3)The term “private, nonprofit organization” includes a religious organization, to which the provisions of section 9920 of this title shall apply.
