The Secretaries of the Interior and Agriculture must set shared standards within 18 months after December 29, 2022 so their federal property databases work together. Within 2 years after December 29, 2022, and if money is available, they must build and keep a multipurpose cadastre — a current, accurate inventory of the federal land they manage to help with resource use, farming, forest management, environmental protection, and other land uses. Within 180 days after December 29, 2022, they must send a report to the Senate Committee on Energy and Natural Resources and the House Committee on Natural Resources listing current inventories, costs for fiscal year 2022, what will be merged or kept separate, expected cost savings, an implementation plan with cost estimates, and any needed legislation. Key terms and requirements in one line each: cadastre = an inventory using maps, surveys, satellite and other geospatial data plus related professional services; Federal real property = land owned, leased, or managed by the Secretaries (not Indian trust or restricted lands); real property = land, buildings, attached resources, structures, or interests; Secretary concerned = the Secretary of the Interior or the Secretary of Agriculture (Forest Service). The cadastre must include a geodetic reference frame, large-scale maps, parcel boundaries and IDs, and land data files. It must be made public online in a searchable, map-enabled form consistent with the GeoPlatform, follow the Geospatial Data Act, coordinate with the Federal Geographic Data Committee and other inventories, protect national-security-sensitive locations after consulting Defense and Homeland Security, and treat private contracts as surveying/mapping contracts under the federal rules in chapter 11 of title 40. The law does not create legal rights or force new surveys, appraisals, disposals, or transfers.
