The Director of the Government Publishing Office can print and deliver extracts from the Congressional Record when a Member of Congress orders them and pays the cost. The Director may give Members and the Resident Commissioner free, ready-to-mail envelopes for parts of the Record, speeches, or reports that may be mailed as franked mail under section 3210 of title 39. Envelopes must show in the upper left "United States Senate" or "House of Representatives, U.S. Part of Congressional Record." and in the upper right "U.S.S." or "M.C." On request, the Director may also print the Member’s name, State or Commonwealth, the date, and a topic not exceeding twelve words. Any other wording must be paid for by the Member, except the official title of a document. Money received goes to the U.S. Treasury for the GPO’s working capital for that year and is reported in the Director’s annual report to Congress.
