Gives the Association a set of powers and duties. It may watch the Corporation’s finances and check whether the goals of this chapter are being met. It can buy, hold, and sell the Corporation’s debt or equity securities under sections 726 and 727, buy the Corporation’s accounts receivable under section 727, hire staff and set their pay, and determine the value of the Alaska Railroad as required by section 1204. Unused funds must be kept as cash or deposits, or invested in U.S. obligations or other investments that are legal for trust or public funds. The Association, its franchise, reserves, surplus, securities, and income are tax‑exempt at the federal and state level, except its real property can be taxed like other real property. The Association must report regularly to Congress and the President. Within 90 days after each fiscal year it must send a detailed annual report with its goals, results, recommendations, statistics on obligations and securities, major problems, other required information, and plans for the next year. For fiscal year Oct. 1, 1977–Sept. 30, 1978 it must file quarterly expenditure reports within 30 days after each quarter. It must also send quarterly reports (within 30 days) on special‑court valuation proceedings under section 743 that show federal money spent, case status, and who is doing the work. Its receipts and many disbursements are excluded from U.S. budget totals and budget limits. The Chairman must send annual budgets to Congress and an administrative budget to OMB (and copies to Congress). By March 1, 1980 the Association must join with the Attorney General and with the Secretary of Transportation to submit feasibility studies on transferring certain government‑representation and Association functions. The Board must require written, audited reports from contractors and may not pay them without those reports.
