The Secretary can work with state and local governments, public and private groups, businesses, and other people who care about boating safety. The Secretary can advise, help, and join with states and others to plan and run boating safety programs. Under section 141 of title 14, the Secretary must seek full cooperation between state and federal authorities and make agreements when possible. Subject to chapter 23 of title 14, the Secretary can, if a state asks, make Coast Guard Auxiliary members available to help on state waters. The Secretary can also make rules to carry out this chapter.
