People in charge of certain passenger ships must keep a daily list of passengers who get on and off. It covers ships from foreign ports (except some Great Lakes trips), seagoing coastwise vessels, and Great Lakes trips over 300 miles. Masters of other vessels must keep a passenger count. Coast Guard and Customs may inspect the lists, and the Coast Guard can request the total number. Failure to comply brings a $100 civil fine payable to the U.S. Government, and the vessel is also responsible.
