Summary

State or local police who enforce state crimes can arrest someone for breaking certain Coast Guard security or safety zone rules under section 70051, section 70116(b), or section 10(d) of the Deepwater Port Act (33 U.S.C. 1509(d)) only if the violation is a felony and the officer has reasonable grounds to believe the person did or is doing it. These arrest powers are extra to any other legal powers and do not limit other federal or state officers’ powers, nor do they give officers any authority beyond what state law already allows.
