Tells which kinds of able seamen can count toward the number of able seamen a vessel must have. Seamen with an "unlimited" credential can fill all required able seaman spots on any vessel. Those with a "limited" credential can fill all spots on vessels under 1,600 gross tons (as measured under section 14502) or by an alternate tonnage under section 14302 as the Secretary sets under section 14104, or on vessels operating on the Great Lakes and the Saint Lawrence River east to Sept Iles. On other vessels, limited seamen can only make up up to 50 percent of the required able seamen. Seamen with a "special" credential can fill all spots on vessels of 500 gross tons or less (or an alternate tonnage) and on seagoing barges or towing vessels, but only up to 50 percent on other ships. For offshore support, "offshore supply" seamen and certain limited seamen have special tonnage rules (500 or 6,000 gross tons as stated). If limited and special seamen are used together for part of the crew, their combined total cannot exceed 50 percent. Able seamen for the fishing industry can fill all spots on certain fish processing vessels if they meet the exact tonnage and date conditions listed (including the Jan 1, 1988 and Dec 31, 1987 service dates and the 1,600–5,000 or up to 5,000 gross ton limits).
