Defines the key words used in the chapter. 700 MHz band is the radio spectrum from 698 megahertz to 806 megahertz. 700 MHz D block spectrum is the slices 758–763 MHz and 788–793 MHz. Appropriate committees of Congress are the Senate Committee on Commerce, Science, and Transportation and the House Committee on Energy and Commerce. Assistant Secretary is the Assistant Secretary of Commerce for Communications and Information. Board is the Board of the First Responder Network Authority under section 1424(b) of this title. Broadcast television licensee is a full‑power TV station licensee or a low‑power Class A station licensee under section 73.6001(a) of title 47, Code of Federal Regulations. Broadcast television spectrum covers 54–72 MHz, 76–88 MHz, 174–216 MHz, and 470–698 MHz. Commercial mobile data service is a mobile service (see section 153) that is a data service, offered for profit, and made available to the public or large groups as the Commission’s rules say. Commercial mobile service has the meaning in section 332 of this title. Commercial standards are the technical standards used by commercial mobile services, including those from 3GPP, IEEE, ATIS, IETF, and ITU. Commission means the Federal Communications Commission. Core network is the core network described in section 1422(b)(1) of this title. Emergency call is a real‑time communication to a public safety answering point or emergency agency by voice, text, video, related data, or automatic alerts from alarms or sensors. Existing public safety broadband spectrum is 763–768 MHz, 793–798 MHz, 768–769 MHz, and 798–799 MHz. First Responder Network Authority means the Authority established under section 1424 of this title. Forward auction is the part of an incentive auction under section 1452(c) of this title. Incentive auction means the competitive bidding system under subparagraph (G) of section 309(j)(8), as added by section 6402. Interoperability Board is the Technical Advisory Board for First Responder Interoperability under section 1423. Multichannel video programming distributor has the meaning in section 522 of this title. Narrowband spectrum is 769–775 MHz and 799–805 MHz. Nationwide public safety broadband network is the nationwide interoperable network described in section 1422. Next Generation 9‑1‑1 services are an IP‑based set of hardware, software, data, and policies that handle voice, text, data, and multimedia emergency calls, add routing data, deliver calls and data to the right answering points, support data/video for incident response, and provide broadband to answering points or first responders. NIST means the National Institute of Standards and Technology. NTIA means the National Telecommunications and Information Administration. Public safety answering point has the meaning in section 222. Public safety entity is an entity that provides public safety services. Public safety services has the meaning in section 337(f) and includes services by emergency response providers as defined in section 101 of title 6. Public Safety Trust Fund is the trust fund under section 1457(a)(1). Radio access network is described in section 1422(b)(2). Reverse auction is the part of an incentive auction under section 1452(a) where a broadcast licensee may bid the amount it would accept to give up some or all spectrum rights. State has the meaning in section 153. Ultra high frequency for a TV channel is 470–698 MHz. Very high frequency for a TV channel is 54–72 MHz, 76–88 MHz, or 174–216 MHz.
