Congress may change or repeal sections 1–6 and 8, and may alter sections 9–15 if it decides justice or the public welfare requires it. Nothing here limits U.S. rights or remedies, or the FCC’s power under the Communications Act of 1934 (47 U.S.C. 151 et seq.) to set charges, classifications, regulations, practices, and priorities for government communications.
