Defines key terms used in the Act and explains who and what those words cover. "Secretary" means the Secretary of Transportation. "State" means any State, the District of Columbia, or a U.S. territory or possession. "Public safety answering point" (PSAP) means a place set up to take 9‑1‑1 calls and send them to emergency responders. "Wireless carrier" means a company that provides commercial mobile service or any radio service the Federal Communications Commission (FCC) requires to offer wireless 9‑1‑1. "Enhanced wireless 9‑1‑1 service" means enhanced 9‑1‑1 services the FCC named in the proceeding CC Docket No. 94‑102; RM‑8143, or later proceedings. "Wireless 9‑1‑1 service" means any 9‑1‑1 service a wireless carrier provides, including enhanced wireless 9‑1‑1. "Emergency dispatch providers" includes both government and non‑government groups that do emergency dispatch. "IP‑enabled voice service" means the same as "interconnected VoIP service" in 47 CFR 9.3. "Other emergency communications service" means giving emergency information to a PSAP by wire or radio and can include 9‑1‑1 and enhanced 9‑1‑1. "Other emergency communications service provider" means either an entity the FCC, under its authority, requires to provide those services, or, if there is no FCC requirement, an entity that chooses to provide them and is authorized by the local or State 9‑1‑1 authority. "Enhanced 9‑1‑1 service" also means delivery of 9‑1‑1 calls with automatic number identification and automatic location identification over the wireline E911 network as defined in 47 CFR 9.3 (as of July 23, 2008) and as described in the FCC’s Report and Order in WC Docket Nos. 04‑36 and 05‑196, or later proceedings.
