A rail carrier must build, keep up, and run a switch that links a side track or branch line to its railroad when the track owner or a shipper asks for it. The carrier must also provide cars to move the goods and treat the shipper fairly, and it must do this under reasonable conditions only if the connection is practical, can be done safely, and will bring enough business to pay for building and upkeep. If the carrier refuses, the track owner or shipper can file a complaint with the Board under section 11701. The Board will investigate the safety, practicality, business need, and payment for the connection and can order the carrier to comply only after a full hearing.
