The Secretary of Transportation must run a grant program to help states start and improve commercial driver’s license (CDL) programs. Grants to state agencies can help them meet the rules in section 31311 or help states that are making a good-faith effort to comply. Grants may pay for computer hardware and software; publications, testing, staff, training, and quality control; CDL program coordinators; and systems to notify an employer when a driver’s CDL is suspended or revoked, following standards under section 32303(b) of the Commercial Motor Vehicle Safety Enhancement Act of 2012 (49 U.S.C. 31304 note). The Secretary may also fund research, demonstrations, public education, and other special CDL and safety projects for states, local governments, or others that benefit all U.S. jurisdictions, address national or new safety issues, test innovations, or support human-trafficking prevention and reporting. Grant money cannot be used to buy, rent, or lease land or buildings. The Secretary must publish an annual report and divide yearly funds among eligible recipients using rules the Secretary sets. For fiscal years starting after September 30, 2016, funding comes from section 31104.
